West Pokot Assembly Speaker and Others Plead Not Guilty in Sh260 Million Fraud Case

Kapenguria:West Pokot County Assembly Speaker Fredrick Kaptui Plimo, along with Kodich Ward Member of County Assembly Paul Loktari Ywapamoi and Francis Atodosia, appeared before the Kapenguria Law Courts to plead in a Sh260 million fraud case involving Eco-Pillar Sacco Society Limited.

According to Kenya News Agency, the three accused persons appeared before Senior Principal Magistrate Stella Telewa after missing the initial plea session on October 29, where six other suspects were present. They pleaded not guilty to charges of financial impropriety, with accusations that the Sacco lost Sh260,008,100 through fraudulent activities between 2018 and 2025.

The court set bail at Sh12 million with one surety each or an alternative cash bail of Sh6 million. The accused were instructed not to visit the complainant’s premises or influence witnesses and had to surrender their travel documents, prohibiting them from leaving the country without court approval. Their passports will be held by the court administrator.

The accused have 14 days to appeal against the ruling, which was delivered virtually. The matter is scheduled for mention and pre-trial directions on November 16, 2026. The case now involves nine suspects, including Plimo and Ywapamoi, charged with conspiracy to defraud the Sacco through manipulation of financial systems.

The prosecution outlines that the alleged scheme included fictitious accounts and unauthorized fund transfers. Additional charges include abuse of office against Plimo and Linus Lokira for directing Sacco funds into personal accounts and allegedly coercing employees to misuse their ATM cards.

The allegations raise concerns about the Sacco’s financial management. The case was initially set for plea-taking on October 29 but was postponed for the three defendants who have now entered their pleas. Eco-Pillar Sacco Society Limited is the complainant, with the prosecution relying on witness testimonies and financial records. The accused remain presumed innocent until proven guilty.
