Kakamega County to Finalize Sustainable Waste Management Bill

Kakamega:The County Government of Kakamega is nearing the completion of the Kakamega County Sustainable Waste Management Bill, 2026. This legislation aims to improve waste management by transitioning from crude dumping practices to a circular economy.

According to Kenya News Agency, the Bill seeks to create a solid legal framework that incorporates waste reduction, segregation, recycling, recovery, and safe disposal, aligning with national environmental laws. Peninah Mukabane, County Executive Committee Member for Water, Environment, Natural Resources, and Climate Change, emphasized the Bill’s purpose to adapt national frameworks to address Kakamega’s specific waste management needs.

Mukabane outlined that the Bill is currently in its draft zero stage. It is anticipated to advance to draft one following stakeholder consultations, proceeding to a Cabinet subcommittee, and eventually the County Assembly. The final legislation is expected to enhance waste management services for residents, attract investors, and integrate more players into the waste value chain.

The county, with assistance from Practical Action, has already developed the draft zero. Mukabane highlighted an existing investor producing fertilizer from inorganic waste and stressed the need for more investors to tackle inorganic waste challenges.

Moreover, the county plans to complete its environment policy, the County Environment Action Plan, and the State of the Environment report. Chief Officer for Environment Bill Silingi called for stakeholder collaboration, emphasizing the government’s commitment to establishing a practical framework for environmental protection and economic development.

County Attorney Vivian Mmbaka guided stakeholders through the draft, stressing compliance with constitutional and national environmental laws. Mmbaka urged for harmonization of the Bill’s provisions and the inclusion of stakeholder input. She noted that the legislation aims to view waste as a resource with economic potential, advocating for a circular economy and employment creation through waste recycling and recovery activities.
