Public Service Commission (PSC) has developed an Advisory Brief that will be used during the transition to a new Government Administration when the outgoing Administration leaves office.
The PSC Chairperson, Amb. Anthony Muchiri, said the brief which is segregated into nine advisories, is intended to guarantee a seamless transition by the outgoing Administration on matters related to establishing government structures, appointments and the human resource function for both incoming National and County administrations as enshrined in the Constitution.
“This advisory brief that has been shared with the Assumption of the Office of the President Committee, is to assure the public that there will be seamless continuity in the public service,” said Amb. Muchiri.
The nine advisories are, the fit-for-purpose structure of a new government, recruitment and selection of Principal Secretaries, appointment letters for Principal Secretaries, delegation instrument and vesting of the role of Authorized Officer and advisory on high level induction programme for Cabinet Secretaries and Principal Secretaries.
Other advisories include the exiting of serving Principal Secretaries and safeguards for seamless continuity of service delivery, the management of exiting cohort of advisors and other auxiliary personal staff, on re-institutionalization and re-invigoration of performance management, reform and transformation in the public service.
Amb. Muchiri who was addressing the media at the PSC offices today, on the Transition to a new government Administration said the brief has also touched on issues related to devolution, inter-governmental relations and modalities for transition of staff from Nairobi Metropolitan Services (NMS) and related matters upon the lapse of ‘Deed of Transfer’.
“The contract of the Deed of Transfer expires in October, in the event NMS and City County do not desire to continue with the service, PSC will give an advisory based on the staff seconded to the City County to return back to the National Government,” he stated.
The Chairperson who was flanked by the PSC Vice Chairperson, Ms. Charity Kisotu and PSC Commission Secretary and Chief Executive Officer, Mr. Simon Rotich, noted that the recruitment of posts of the Permanent Secretaries to serve in the incoming Administration will be advertised and those who qualify will be interviewed for the posts.
He added that those who are serving in the outgoing government and are interested can also apply.
The Chairperson noted that names of Principal Secretaries who will be successful after the interviews will be forwarded to the National Assembly for vetting, then forwarded to the President who is the Appointing Authority.
On the position of Chief Administrative Secretaries, the Chairperson said the issue will be deliberated on between PSC and the incoming Administration on whether the position is necessary or not.
The Public Service Commission is an independent constitutional commission, established under Article 233 of the Constitution of Kenya, with a mandate of establishing and abolishing offices, promoting good governance, and ensuring efficiency and effectiveness in the provision of quality services in public service among others.
