Machakos: The Public Service Commission (PSC) has initiated a three-day capacity-building forum aimed at enhancing the human resource management and appeals process for county governments. The event, held in Machakos, is designed to benefit County Public Service Boards (CPSBs), County Assembly Service Boards (CASBs), and County Executives from several counties, including Machakos, Kitui, Makueni, Kajiado, Vihiga, Nyamira, and Nairobi.
According to Kenya News Agency, the forum underscores the PSC’s commitment to safeguarding the rights of county public officers through its appellate role. John Njorio, speaking on behalf of PSC Chief Executive Officer Paul Famba, highlighted the constitutional importance of the Commission’s appellate functions, which ensure fairness and accountability in county governance.
The PSC (County Appeals Procedures) Regulations, 2022, were emphasized by Njorio as a critical framework for resolving disputes between employers and employees, while also promoting consistent human resource management standards across counties. He detailed that appeals under Section 77 of the County Governments Act often involve issues related to recruitment, appointment, disciplinary actions, remuneration, retirement, and terminal benefits.
Commissioner Joan Machayo, representing PSC Chairperson Francis Meja, revealed that the Commission had addressed 434 appeals and applications for review by August 31, 2026, during the last financial year. She pointed out significant gaps in county human resource management, including non-compliance with legal procedures and county HR policies, which could lead to adverse outcomes such as financial penalties and court cases.
The forum will delve into the legal framework governing county HR management, emerging issues in appeals, and the roles of various county officials. Practical case studies will be utilized to enhance understanding and encourage timely responses to appeals, thereby strengthening collaboration between county governments and the Commission.
Machakos County Commissioner Jackson Ole Chuta praised the PSC’s efforts, asserting the importance of their guidance in promoting good governance in HR practices. Machakos Deputy Governor Francis Mwangangi also urged county boards to maintain fairness, integrity, competence, and professionalism in their duties to earn public trust.
