Legislator Urges Swift Implementation of Disability and Disaster Management Laws

Homa bay: A member of the Homa Bay County Assembly Humanitarian Committee has urged government institutions and stakeholders to prioritize the implementation of disability and disaster management laws to ensure their intended benefits reach the target vulnerable populations. Michael Nyang’ii, MCA for Kochia Ward in Rangwe Constituency, expressed concerns over the challenges of policy implementation despite significant progress in enacting laws aimed at protecting persons with disabilities and strengthening disaster preparedness.

According to Kenya News Agency, Nyang’ii emphasized the importance of translating legislation into practical action, highlighting the Persons with Disabilities Act and the Disaster Management Act as key legal frameworks guiding government efforts. These laws are designed to improve service delivery and address the needs of vulnerable groups. Nyang’ii noted that the Disaster Act provides a framework for preparedness and coordinated response during emergencies, enhancing the county’s capacity to manage disasters effectively.

The legislator observed that despite the potential benefits, several provisions of these laws remain unimplemented. Among these is a recommendation to reserve at least five percent of employment opportunities for persons with disabilities. He expressed concern over the slow pace of implementation, stressing its importance in promoting inclusivity and equal opportunities.

Nyang’ii also pointed to provisions aimed at reducing healthcare costs for persons with disabilities. Implementing these measures, he noted, would improve access to medical services and enhance the welfare of affected individuals. He called on government agencies and stakeholders to strengthen implementation mechanisms, ensuring that existing laws and policy recommendations deliver tangible benefits to the populations they are designed to serve.

He emphasized that effective implementation of disability and disaster management policies would not only improve the livelihoods of persons with disabilities but also strengthen the county’s preparedness and response to emergencies.
