Government Drives BETA Initiatives to Empower Local Communities

Nairobi: The national government has ramped up its initiatives to foster inclusive development across various counties, aligning with the Bottom-Up Economic Transformation Agenda (BETA) designed to enhance the livelihoods of all citizens.

According to Kenya News Agency, the development model championed by the Kenya Kwanza administration for the 2023-2027 period is centered around five core pillars aimed at economic revival, inclusive growth, and job creation nationwide. These pillars encompass Agriculture, Micro, Small and Medium Enterprises (MSMEs), Affordable housing and settlement, Affordable healthcare, and the Digital and creative economy.

The impact of BETA projects is already visible in Vihiga County through ongoing and completed development initiatives. In the agricultural sector, the National Agricultural Value Chain Development Project (NAVCDP) supports local farmers by improving access to farm inputs, enhancing value addition, and expanding market opportunities. Infrastructural development is also a priority, with significant investments in road construction.

The Gisambai-Hamisi-Senende Road, a 13.5-kilometre stretch launched in 2020, has been completed and upgraded to bitumen standards. Similarly, the 27-kilometre Ekwanda-Lwanda-Esirulo-Magada Road now significantly enhances connectivity, easing the movement of goods and people. Several other road projects are underway, including the 33-kilometre Shamakhokho-Kaimosi-Mpaka-Mululu-Museno-Malinya Road, intended to link Vihiga and Kakamega counties. Funded by the Kenyan government at Sh1.57 billion, this project aims to reduce travel time, lower transportation costs, enhance safety, and boost trade and agriculture in the Western region.

Other infrastructure projects include the upgrades of the Mbale-Mbihi-Magada-Wemilabi-Luanda Road, Mago-Mululu-Wangulu Road, and Lusuli-Vokoli Road. Reconstruction of the 24-kilometre Stendikisa-Luanda Road is nearing completion. In the trading sector, ten modern markets are under construction, each costing over Sh300 million, to support MSMEs and improve working conditions for traders. Notable projects include the construction of Chavakali and Mbale markets.

In sports development, the government is investing in the upcoming Sh900 million 10,000-seater Kidundu modern stadium in Vihiga sub-county, aimed at nurturing local talent and promoting youth empowerment. The region also benefits from affordable housing projects like the VihigaTown/Majengo with 220 units and multiple 340-bed hostels for technical institutions, addressing accommodation needs and improving living standards.

The government has also commenced the construction of the Kenya School of Government Vihiga campus at Sh1.1 billion, focusing on public service training, research, and capacity building, while stimulating the local economy. To enhance public awareness, intensive training programs have been rolled out for National Government Administrative Officers (NGAO) and other implementing agencies to disseminate the BETA agenda at grassroots levels through public forums.

During a recent meeting in Vihiga County, County Commissioner Peter Maina stressed the importance of an informed public regarding ongoing projects. ‘These projects are more than just structures; they are the foundation for sustainable growth and community empowerment,’ Maina stated. ‘When citizens understand and engage with these initiatives, they become active partners in development.’

The government aims for BETA projects to translate into tangible benefits, including improved infrastructure, enhanced market access, affordable housing, employment opportunities, digital skills development, and creative talent support. They emphasize that an informed public is key to national progress, as meaningful development can only occur when citizens understand and participate in government programs.
