Ouagadougou: The evaluation of the objectives contract for Dr. Aminata Zerbo/Saban©, Minister of Digital Transition, Posts, and Electronic Communications, was conducted under the leadership of Prime Minister Rimtalba Jean Emmanuel Ou©draogo. As of June 30, 2025, the execution rate of her objectives contract stands at 53%.

According to Burkina Information Agency, the Minister cited several achievements contributing to this progress. Key infrastructural developments include extending coverage to previously uncovered areas, drafting specifications to initiate contracts for covering 750 new localities within the year, connecting 38 new buildings to RESINA, and advancing the construction of two mini Data centers.

In strengthening the administration’s operational capabilities, 214 new agents have been recruited. The 2025 roadmap for administrative dematerialization has been finalized, identifying 75 procedures for transition.

Electronic signature advancements were noted with the commencement of a pilot phase integrating three platforms: internal mission circuit, external mission circuit, and mail management circuit. Full infrastructure implementation is expected by the year’s end.

Progress in implementing a unique electronic identifier includes finalizing the internal enrollment platform, with the recruitment of a service provider for the final system underway.

Legally, significant decrees have been adopted, particularly concerning the issuance of the unique identifier and managing technical approvals for information system security. Additionally, a preliminary draft law on postal activities has been proposed.

Challenges such as service provider failures and inaccessible areas were acknowledged by the Minister. Plans for the year’s second half include completing the two mini Data centers, starting coverage of 750 new localities, and launching unique identifier enrollment.
