Kitale: Eldoret Water and Sanitation Company Limited (ELDOWAS) has announced revisions to its water and sewerage tariffs for the tariff period spanning 2026/2027 to 2028/2029. Domestic consumers are set to pay up to Sh140 per cubic metre for water usage exceeding 300 cubic metres.
According to Kenya News Agency, the revised tariffs were made public in a notice dated August 28, 2026, as stated by ELDOWAS Managing Director Dr. Lawrence Tanui. The adjustments were made following Gazette Notice No. 13176 dated August 14, 2026. This decision arrives after months of dissatisfaction among Uasin Gishu residents regarding the 2024 water tariff structure, which led to legal challenges and a subsequent suspension of the tariffs by court order. The Water Services Regulatory Board (WASREB) later intervened in the matter.
ELDOWAS confirmed that the current revision follows a comprehensive review and arbitration consent before the Water Tribunal under Appeal Case No. E006 of 2025. WASREB, acting under Section 72 (1)(b) and (2) of the Water Act, 2016, had previously revoked the 2024 tariff structure as published under Gazette Notice No. 12825.
Under the new tariff structure, domestic and residential consumers will experience a tiered pricing model: Sh84 per cubic metre for 1-6 cubic metres, Sh95 for 7-20 cubic metres, Sh110 for 21-50 cubic metres, Sh117 for 51-100 cubic metres, Sh128 for 101-300 cubic metres, and Sh140 for consumption above 300 cubic metres. Multi-dwelling units will be charged Sh96 per cubic metre.
For commercial and industrial consumers, the charges are set at Sh108 per cubic metre for 1-50 cubic metres, Sh115 for 51-100 cubic metres, Sh130 for 101-300 cubic metres, and Sh140 for consumption above 300 cubic metres. Government institutions will incur similar charges across these consumption blocks.
Public educational institutions, such as schools, colleges, and universities, will face charges of Sh88 per cubic metre for 1-600 cubic metres, Sh97 for 601-1,200 cubic metres, and Sh109 for consumption above 1,200 cubic metres. Unique consumer categories will also see changes, with bulk water supply priced at Sh60 per cubic metre and water kiosks at Sh88 per cubic metre.
For sewerage services, consumers with a water connection will be charged 75% of the water volume billed, based on applicable sewerage rates. Domestic consumers’ sewerage charges will range from Sh63 to Sh110 per cubic metre, while multi-dwelling units will pay Sh72 per cubic metre. Commercial and industrial users will see charges between Sh83 and Sh110 per cubic metre, whereas government institutions will be charged within the same range. Public schools, colleges, and universities will pay between Sh70 and Sh100 per cubic metre.
ELDOWAS stated that single-dwelling domestic units without a water connection will incur a fixed monthly sewerage fee of Sh300, while other categories without a water connection will be charged 75% of their metered water consumption at applicable rates. The company urged customers to note the revised charges as reflected in their water and sewerage bills, which will be in effect for the remainder of the approved tariff period ending in 2028/2029.
