County Government Evaluates Integrated Community Scorecard to Boost Service Delivery

Kakuma: The County Government, through the Directorate of Partnerships, recently conducted a stakeholders’ meeting to review the Integrated Community Scorecard (ICSC) assessment tool. This initiative aims to assess and improve community satisfaction with service delivery in Kakuma, Lopur, Kalobeyei, and Letea wards within Turkana West Sub-County.

According to Kenya News Agency, the tool, supported by Plan International and the Agency for Cross Border Pastoralists Development (APaD), seeks to enhance structured dialogue between communities and service providers. It focuses on identifying gaps in health and education services. During the meeting, Deputy Director of Partnerships Mike Aupe emphasized the critical nature of the review, highlighting its role in ensuring community voices inform planning and decision-making. ‘The scorecard creates a platform where communities can openly evaluate services and collaborate with stakeholders to develop practical and sustainable solutions,’ he stated.

Wilson Ikamar of Turkana County Assembly stressed the importance of inclusive participation, noting that the process will bolster social accountability and support evidence-based policy formulation. APaD Program Coordinator Joseph Chegem elaborated on the Integrated Community Scorecard’s design, which systematically gathers community feedback on the accessibility, effectiveness, and reliability of public services. He pointed out that the tool will aid stakeholders in identifying priority areas for action and enhancing joint problem-solving efforts.

APaD MEAL/IT Officer Derrick Mana underscored the value of data generated from the assessment, indicating that community-driven insights will guide future programming. This ensures that resources are directed toward addressing the most pressing needs. Key discussions during the meeting also included restructuring the education component to align with the county education framework, covering Early Childhood Development Education (ECDE), Primary, and Junior School levels. Additionally, there was a focus on introducing an energy component to address existing gaps by concentrating on energy availability in health facilities, water infrastructure, and the adoption of briquettes as an alternative energy source.
