Kisumu: Kisumu County will continuously strengthen its performance management cycle and deploy appropriate tools, including sustained capacity building for its staff in order to meet the needs and expectations of the residents, Governor Prof. Peter Anyang’ Nyong’o has said. To achieve this, Nyong’o said his government would use all available means and resources and also continue to enter into strategic collaboration with development partners with the sole purpose of ensuring their employer, who is the common mwananchi, is satisfied.
According to Kenya News Agency, the governor emphasized that the trust placed in the government by the people of Kisumu County could only be reciprocated through clear, measurable, and achievable performance targets. He made these comments during the performance contract signing ceremony for the County Executive Committee Members (CECMs) and Chief Officers in his office on Thursday.
Nyong’o stressed that the performance contracts are essential instruments that translate his administration’s manifesto into concrete outcomes, expressing gratitude to his team for committing to these targets. He further noted that all performance targets must be firmly anchored in the County Integrated Development Plan (CIDP) and contribute to national development priorities aligned with Kenya Vision 2030, the Second Medium Term Plan, and global development commitments.
The governor highlighted the importance of performance management emphasized by both the National Government and the Council of Governors, noting that the Council of Governors (COG) has strengthened the Performance Management Framework, leading to the Integrated Performance Management Framework. This framework integrates staff performance appraisal with departmental performance contracts, linking individual performance to departmental objectives and county-wide goals.
Despite systemic challenges, including budgetary processes and the rollout of the e-Government Procurement system, Nyong’o reminded his staff of their unchanged responsibility to demonstrate innovation, adaptability, and problem-solving capabilities to meet negotiated targets. He commended the County Strategy, Policy and Delivery Directorate for ensuring that the performance management process is conducted every financial year, adhering to the Council of Governors’ Integrated County Performance Management Framework.
He noted that signing performance contracts is now a fundamental part of the county’s governance culture, binding all members of his administration to the same standard of accountability, discipline, and results-oriented leadership. The Performance Appraisal System (PAS), introduced in the Kenyan public service in 2005, supports public institutions in identifying performance indicators, setting annual targets, and conducting annual performance evaluations.
