Trans nzoia: Trans Nzoia Governor, George Natembeya, has called for proper documentation and accountability to enhance service delivery under the Kenya Devolution Support Programme Phase II (KDSP II). Governor Natembeya affirmed that proper records will promote evidence-based management and ensure projects are implemented in line with the law.
According to Kenya News Agency, Natembeya made these remarks on Wednesday while chairing the County Project Steering Committee (CPSC) meeting to review the County’s annual progress report for the 2025/2026 Financial Year. The governor emphasized the central role of procurement in project implementation, proposing that it should be integrated into the Programme. He stressed the importance of maintaining these practices beyond the programme’s conclusion to serve as a model for other county projects.
Natembeya also endorsed the creation of a Single Project Management Unit (SPMU) to oversee both World Bank and county-funded projects. He instructed Chief Officers to support departmental SPMUs and submit regular progress reports to his office. The SPMU aims to ensure projects are executed legally and completed on time.
The governor further highlighted the need for more training for county officials, especially those involved in budgeting and handling pending bills. He asserted that effective budgeting would address the issue of pending bills. Acknowledging the World Bank’s support and county co-funding, Natembeya outlined upcoming KDSP II projects, including road construction, the rehabilitation of Kitale Museum, construction of inpatient and outpatient units at Tulwet Health Centre, and a new fire station in Kiminini Sub-County.
Trans Nzoia County KDSP II Coordinator, Emeldah Agoi, noted that the meeting was timely, providing an opportunity to review the progress and performance of key initiatives with a focus on strengthening institutional effectiveness. Matisi Ward Member of County Assembly, Obed Mahanga Mwale, expressed the Assembly’s commitment to prudent resource management and a focus on service delivery that benefits the community.
The meeting saw participation from County Secretary, Truphosa Amere, CECs Dr. Wanjala Pepela (Finance), Christopher Lorot (Health), Eliud Kurgat (Gender, Youth, Sports, Culture and Tourism), and Robert Wamalwa (Water, Environment, Natural Resources and Climate Change), Chief Officers, and County Project Implementation Unit (CPIU) members among other senior officials.
