Irrigation Sector Embarks on Digital Modernization through NISIP-MIS

Nairobi: The State Department for Irrigation held a sensitization exercise for its leadership on the National Irrigation Sector Investment Plan-Management Information System (NISIP-MIS). The session gathered Departmental Heads and key Officers from all Directorates, representatives from Konza Technopolis, the official host of the NISIP-MIS, and Smart People Africa, the developers of the application. This engagement aimed to foster understanding of the system’s functionality, encourage its adoption, and support seamless implementation of the new digital platform to enhance data-driven management of irrigation schemes and projects nationwide.

According to Kenya News Agency, the Director of Irrigation Quality Assurance and Licensing, Nguma Kani, highlighted past challenges in data collection, storage, access, security, and management within the irrigation sector. Kani emphasized that adopting the NISIP-MIS is both timely and essential as the State Department for Irrigation aims to reinvigorate the sector. ‘For years, the Department has struggled with fragmented data, limited accessibility, and security of information,’ Kani noted, adding that the NISIP-MIS will close these gaps, ensuring data reliability, cost-effective operations, data security, and improved accessibility for all officers at the touch of a button.

The Secretary Administration, David Kipkemei, representing the Principal Secretary for Irrigation, Ephantus Kimotho, stated that the system is designed to transform how the State Department collects, stores, shares, and uses data. Kipkemei noted that the MIS will provide clarity in project tracking, ease reporting, and monitor project implementation, offering a centralized source of truth for irrigation information. He emphasized that the NISIP-MIS aligns with the National Government’s digitization blueprint as outlined in the Bottom-up Transformation Agenda (BETA), supporting a secure, data-driven, and technology-enabled public service.

Paul Kibutha, representing Smart People Africa, guided participants through the system’s operational modules, demonstrating real-time data capture, monitoring dashboards, reporting workflows, and a user-friendly interface designed to simplify field reporting and improve accuracy. He explained the goal of building a practical system for officers on the ground, secure and robust enough to manage the entire irrigation data ecosystem.

Joseph Malingu, in charge of IT Enterprise at Konza Technopolis, reaffirmed the organization’s commitment as the host partner, highlighting its strong digital infrastructure and technical readiness to support the state department and other government institutions. He noted that hosting the NISIP-MIS system aligns with Konza Technopolis’s mandate to support secure, modern government technologies.

Participants expressed optimism that the platform will usher in a new era of information management for the state department, with the potential to enhance operational efficiency and accelerate modernization across the irrigation sector. The meeting concluded with a call for the Heads of various Directorates to ensure their officers actively engage with the system and champion the rollout of NISIP-MIS to improve service delivery, enhance accountability, and ensure informed decision-making, leading to the transformation of the irrigation sector.
