Awendo: Awendo Member of Parliament Walter Owino has urged the Court of Appeal to reconsider the nullification of the National Government-Constituency Development Funds (NG-CDF), stating that the funds have been instrumental in transforming the lives of many students, enhancing community projects, and improving school infrastructures.
According to Kenya News Agency, Owino made these remarks during the handover of a storey building comprising eight classrooms at Anindo Comprehensive School in Awendo Constituency, a project fully funded by the NG-CDF. He emphasized the importance of involving the community in the decision-making process regarding the future of the fund, arguing against unilateral decisions that could negatively impact the entire community.
Owino highlighted the necessity for public participation to ensure that the community remains actively engaged with the NG-CDF, as the funds have had a positive impact on the lives of many Kenyans. He described the NGCDF fund as a mechanism of decentralization, not devolution, which should be preserved to serve the community, enhance the education system, and provide hope to the less privileged in society.
The Court of Appeal is set to rule on the legality of the National Government Constituencies Development Fund (NGCDF) on February 6, 2026. The National Assembly had previously challenged a High Court ruling that declared the NG-CDF Act, 2015 unconstitutional and ordered the fund to cease operations by June 30, 2026.
