New research harnesses AI and satellite imagery to reveal the expanding footprint of human activity at sea

Study reveals 75 percent of the world’s industrial fishing vessels are hidden from public view

WASHINGTON, D.C., Jan. 03, 2024 (GLOBE NEWSWIRE) — A new study published today in the journal Nature offers an unprecedented view of previously unmapped industrial use of the ocean and how it is changing.

The groundbreaking study, led by Global Fishing Watch, uses machine learning and satellite imagery to create the first global map of large vessel traffic and offshore infrastructure, finding a remarkable amount of activity that was previously “dark” to public monitoring systems.

The analysis reveals that about 75 percent of the world’s industrial fishing vessels are not publicly tracked, with much of that fishing taking place around Africa and south Asia. More than 25 percent of transport and energy vessel activity are also missing from public tracking systems.

In contrast, growth in our ocean has been largely hidden from public view. This study helps eliminate the blind spots and shed light on the breadth and intensity of human activity at sea.”

Researchers from Global Fishing Watch, the University of Wisconsin-Madison, Duke University, UC Santa Barbara and SkyTruth analyzed 2 million gigabytes of satellite imagery spanning 2017-2021 to detect vessels and offshore infrastructure in coastal waters across six continents where more than three-quarters of industrial activity is concentrated.

By synthesizing GPS data with five years of radar and optical imagery, the researchers were able to identify vessels that failed to broadcast their positions. Using machine learning, they then concluded which of those vessels were likely engaged in fishing activity.

“Historically, vessel activity has been poorly documented, limiting our understanding of how the world’s largest public resource—the ocean—is being used,” said co-lead author Fernando Paolo, senior machine learning engineer at Global Fishing Watch. “By combining space technology with state-of-the-art machine learning, we mapped undisclosed industrial activity at sea on a scale never done before.”

While not all boats are legally required to broadcast their position, vessels absent from public monitoring systems, often termed “dark fleets,” pose major challenges for protecting and managing natural resources. Researchers found numerous dark fishing vessels inside many marine protected areas, and a high concentration of vessels in many countries’ waters that previously showed little-to-no vessel activity by public monitoring systems.

“Publicly available data wrongly suggests that Asia and Europe have similar amounts of fishing within their borders, but our mapping reveals that Asia dominates—for every 10 fishing vessels we found on the water, seven were in Asia while only one was in Europe,” said co-author Jennifer Raynor, assistant professor of natural resource economics at the University of Wisconsin-Madison. “By revealing dark vessels, we have created the most comprehensive public picture of global industrial fishing available.”

The study also shows how human activity in the ocean is changing. Coinciding with the COVID-19 pandemic, fishing activity dropped globally by about 12 percent, with an 8 percent decline in China and a 14 percent drop elsewhere. In contrast, transport and energy vessel activity remained stable.

Offshore energy development surged during the study period. Oil structures increased by 16 percent, while wind turbines more than doubled. By 2021, turbines outnumbered oil platforms. China’s offshore wind energy had the most striking growth, increasing ninefold from 2017 to 2021.

“The footprint of the Anthropocene is no longer limited to terra firma,” said co-author Patrick Halpin, professor of marine geospatial ecology at Duke University. “Having a more complete view of ocean industrialization allows us to see new growth in offshore wind, aquaculture and mining that is rapidly being added to established industrial fishing, shipping and oil and gas activities. Our work reveals that the global ocean is a busy, crowded and complex industrial workspace of the growing blue economy.”

The study highlights the potential of this new technology to tackle climate change. Mapping all vessel traffic will improve estimates of greenhouse gas emissions at sea, while maps of infrastructure can inform wind development or aid in tracking marine degradation caused by oil exploration.

“Identifying offshore infrastructure is critical for understanding offshore energy development impacts and trends, and is crucial data for our work to detect marine pollution events and hold responsible parties to account,” said co-author Christian Thomas, a geospatial engineer at SkyTruth.  

The open data and technology used in the study can help governments, researchers and civil society to identify hotspots of potentially illegal activity, determine where industrial fishing vessels may be encroaching on artisanal fishing grounds, or simply better understand vessel traffic in their waters.

“Previously, this type of satellite monitoring was only available to those who could pay for it. Now it is freely available to all nations,” concluded Kroodsma. “This study marks the beginning of a new era in ocean management and transparency.”

County To Experience Increased Rainfall

The Meteorological Department of Kiambu County has foreseen that the county will experience increased rainfall over the next four days.

County Director of Meteorological Services Magdalene Gateri said isolated heavy rains are expected from Friday, Saturday, Sunday, and Monday, January 8, 2024.

Giving a weekly forecast valid from the 2nd of January to Monday, the 8th of January, Gateri noted that occasional cloudiness with rainfall is expected over the weekend.

Heavy rains are being experienced in areas of Kiamworia, Kigajo ward in Gatundu South, Kagwe area and Githunguri areas.

The director called upon residents to make maximum use of the rain by harvesting rainwater.

The Ministry of Environment and Forestry weather outlook for January 2024 indicates that Highlands East of the Rift Valley and Central Kenya which includes Kiambu are likely to experience occasional rainfall with some breaks during the month.

The rainfall is likely to be near to above the long-term average amounts received during the same
month in other years.

During the just-ended October-November-December Seasonal Rainfall, Kiambu was among the counties that were affected by landslides and mudslides.

Bernard Chanzu on behalf of the Director of Kenya Meteorological Department, named the potential impacts likely to be experienced this month in areas of agriculture and food security, water resources, and the environment sectors.

‘The sunny and dry weather conditions to be experienced in the next three months will be favorable for crop harvesting as well as land preparations in readiness for the coming planting season in the agricultural areas, and the public is encouraged to seek guidance from the Ministry of Agriculture and Livestock Development,’ he said.

He added that the rains expected at the beginning of January in the southern half of the country will sustain water availability, and thus the
public is encouraged to adopt rainwater harvesting and storage practices.

‘The increased inflow into hydropower reservoirs is expected to boost hydropower generation and contribute to groundwater recharge for geothermal power production,’ he said.

Chanzu noted that water availability for both human and livestock use is expected to decline further, especially in the ASAL areas, as a result of the dry weather conditions.

Four days ago, the Intergovernmental Authority on Development (IGAD) Climate Prediction and Applications Center (ICPAC) said the greater part of the Horn of Africa is expected to receive heavy rains between January and March 2024, with the weather pattern following recent El Nino rains.

Nyeri To Unveil Sh 500 Million Agriculture Value Chain Project

Nyeri County is preparing to launch a Sh500 million agriculture value chain project aimed at increasing market participation and targeting at least 100,000 farmers

The National Agricultural Value Chain Development Project, funded by the World Bank, is set to be launched this month, with Nyeri County expected to contribute at least Sh20 million for its implementation.

Nyeri governor Mutahi Kahiga, announced the implementation of NAVCDP by the Department of Agriculture, Livestock and Aquaculture Development, covering five priority value chains: coffee, banana, avocado, Irish potato, and dairy farming.

The project will build on the success realized by the National Agriculture and Rural Inclusive Growth Project (NARIGP). The concluded Kenya Climate Smart Agriculture Project (KCSAP) which the governor noted helped transition small-scale farmers from subsistence farming to commercial agriculture. Already 134, 358 farmers who will benefit from the program have been identified.

The governor praised the improveme
nts made by NARIGP and KCSAP, highlighting the positive impact on milk and general farmers in areas like Mukurwe-ini and Kieni, and the introduction of NAVCDP. Whereas the County plans to increase investments in food security interventions, focusing on enhancing food production and water management systems, while scaling up value addition and market linkages.

The Department of Agriculture, according to Kahiga, will focus on championing efficient water use by developing water-efficient irrigation systems and setting up water harvesting projects. They also intend to strengthen the county’s drought adaptation capacity and climate resilience through the provision of climate-resilient-certified seeds.

Lastly, he explained that the project aims to deepen investments in food production, community-led farmer extension, water management, value addition, market linkages, and credit access for participating farmers. Thus besides farmers, other value chain actors expected to benefit from the project include extension o
fficers, aggregators, logistics support providers, and Small and Medium Enterprises operating within the value chains.

Iteso Cultural Leader Is Set To Tour Kenya

Iteso Cultural leader Emormor Papa Paul Sande Emolot is set to tour Kenya in March or April 2024 to launch the Nairobi Ateker Association, bringing together diaspora community members. Nairobi Iteso caucus, led by Chairman Julius Ekwenye, paid a courtesy call to the Iteso King at his Ang’ololo village residence in Uganda. He stated that Emormor will launch the association and seek an audience with Bomas of Kenya’s leadership to discuss the need to equip Bomas Iteso village.

Papa Emormor said that for the association to grow, there was the need to boost its membership, adding that KANU survived for so long because of membership. The Iteso Cultural Union plans to launch a major funds drive in January 2024, empowering clans in Kenya and Uganda to undertake tasks and plant cassava on a 1000-acre farm.

Nyeri To Spend Over One Billion On Projects

The County Government of Nyeri plans to inject at least Sh1.6 billion to complete various development projects across the eight sub-counties.

The money expected to be spent over the remainder of the 2023/2024 financial year will, among others, go towards the improvement of key infrastructure projects such as markets and basic social utility facilities such as completion of hospitals.

Governor Mutahi Kahiga while delivering his New Year address to residents of Nyeri, similarly said his administration will also spend a substantial amount of the money renovating milk processing plants and upgrading rural roads to enhance transit of agricultural products from the farms to the markets.

‘From our county-specific projects, we will spend Sh1.6B in development. These range from the county industrial park, the completion of Karatina Level Hospital emergency block, various renovation works in all our hospitals, sports equipment, upgrading stadiums, the completion of the Kairuthi Milk plant, purchasing empowerment eq
uipment, cabros, upgrade of town roads, the purchase of disaster response equipment, and equipping sanitation, among many other projects,’ read his statement.

‘We have operationalized the Field Marshal Muthoni Kirima Bus Park, which should be fully occupied by the end of January. The Narumoru hospital has taken off albeit with staffing challenges. We will recruit 125 medical personnel to further boost the staffing. We are positive that we will be able to clear the pending issue of the valuation roll after setting up the valuation court, which begins its sittings on January 8, 2024. According to figures from the Office of the Chief Officer, Economic Planning and Budgeting, the county spent a total of Sh89,248,853 to fund various development projects in the county during the first quarter of the 2023/2024 financial year.

At the same time, Sh1,092,421,717 was spent on recurrent expenditures.

Last year, the Controller of Budget Margaret Nyakang’o listed
at least ten counties that had failed to allocate a single coin on development but ended up gobbling up all their funds to finance recurrent expenditures.

The counties on the spot included Nairobi, Embu, Homa Bay, Kericho, Kilifi, Machakos, Samburu, Turkana, Wajir, and West Pokot.

According to Nyakang’o, the said counties had diverted all the allocated funds to pay salaries and allowances and run operations while starving their people of crucial development projects such as roads, water, and health.

Kahiga also lauded his staff and members of the Nyeri County Assembly for their input in placing the county among the best-performing devolved units in the country.

The county boss said this had seen the county not only named the best in terms of governance but also in terms of having the best crop of county assembly lawmakers.

And to prove the cordial working relationship between the executive and members of the County Assembly, Kahiga said a total of Sh735 million had been set up to fund various development
projects across the 300 wards.

The county was also ranked top in terms of collection of its source revenue after it managed to raise Sh610,656,883 (76.3 percent) against a projection of Sh800,000,000 during this period.

‘Our county has been rated high in several things. Nyeri was the best county in the HR Awards in governance. We too were leading in Collection of own-source revenue, not forgetting that we were also among the counties with high development expenditure, best road network, the best education, and the county with the lowest pending bills,’ he pointed out.

Ijara Member of Parliament Hon Ali Abdi, Shekhow has organized a football tournament in the constituency to preoccupy the youth and dissuade them from abusing drugs during the holidays.

He said the inaugural Sheikhow Super Cup tournament was also organized to help the idle youth realize their potential and nurture their talents for bigger assignments with established teams and clubs.

The tournament, which was the first of its kind, kicked off at Baraza Park Football Pitch in Masalani where several teams from various youth soccer clubs from all sub-counties came for the competition.

The final match of the inaugural Sheikhow Super Cup was between Masalani Football Club and Young Boyz F.C. where players displayed talent in a fascinating match that thrilled the fans and leaders present.

Sheikhow congratulated participants for displaying exceptional football skills and urged idle youth and school leavers to embrace the sport to avoid indulging in the consumption of harmful substances.

ad of concentrating on drugs and idleness, we want them motivated to join your brother in soccer,’ he said.

He called upon other political leaders especially in the North Eastern province, to emulate his initiative by replicating similar tournaments in their respective constituencies to keep local youth occupied.

During the tournament, Young Boyz F.C. won the Sheikhow Super Cup title during a nail-biting match against Masalani F.C. winning by a goal, triggering jubilant celebrations at Baraza Park Football Stadium.

Youth Encouraged To Maximize Their Potential

The youth in Melelo, Narok South Sub County are being encouraged to reach their full potential for a brighter future.

Stanley Yiaile, a lecturer at Maasai Mara University, advised youths to avoid unproductive jobs like drug abuse, clubbing, and social media; instead, they should engage in productive business.

Yiaile emphasizes the importance of utilizing time effectively to realize one’s potential, stating that it is the greatest possession of any human being. Yiaile addressed the negative peer pressure among the youth, urging them to focus on their lives instead.

He warned that if we don’t fully enjoy our youthful days, we may regret the rest of our lives. Parents have been urged to support their children in obtaining tertiary education to enable them to become professionals and contribute to society’s development.

When a girl becomes pregnant, he added, let the parents take her back to school to continue with her education instead of marrying her off to elderly people. The speaker encourages parents to
provide girls with a second chance at education and not rush into marriage due to a single mistake. Yiaile urged young people to reject sex before marriage and focus on their studies to achieve life excellence.

Murani Mintilla, a journalist from the Melelo area, also encouraged the young people to take advantage of technology to make new inventions and earn money.

Security Men And Elders Recover 201 Camels And 10 Cattle

Security personnel working with village elders have recovered 201 camels that were stolen at the Mlango grazing area in Burat Ward, Isiolo County one week ago.

Isiolo Deputy County Commissioner, Mr. Patrick Musango confirmed that the security officers and elders pursued the stolen animals and recovered 93 camels on the same day.

Mr. Musango said that the trackers of the animals mapped out five zones where they suspected the rustlers had hidden the animals, and they managed to recover 44 camels at Kipsing, 40 at Tasia, and 16 at Kalama but one animal was killed in a fire exchange between police officers and the rustlers.

The administrator added that eight others were recovered at Learata in Samburu East Sub-County, where the criminals have hidden them in a valley.

He said that 300 goats and sheep that were stolen three weeks ago were also recovered and would be handed over to the owners in an exercise to be presided over by the interior Cabinet Secretary Prof. Kithure Kindiki at Mlango Anti Stock Theft Un
it (ASTU) camp.

The DCC further revealed that some 10 cattle stolen a week ago have been recovered at the Ngaremara area in Isiolo.

He called upon chiefs and assistant chiefs to ensure their areas of jurisdiction were secure through apt collaboration with the security officers, elders, and Nyumba Kumi elders.

Hence, the government would ruthlessly deal with criminals and their godfathers in a bid to eradicate crime in the area.
