Region To Band Together In Support Of The IGAD Regional Infrastructure Master Plan

November 26, 2021 (NAIROBI, Kenya): The roundtable conference to support the implementation of the IGAD Regional Infrastructure Master Plan was concluded in Nairobi. The delegation, which included representatives from both the governmental and business sectors, underlined the significance of a regional approach for their economic development.
“More is lost by not investing in infrastructure, then it would cost us to spend on it,” said the Executive Secretary of IGAD, H.E. Dr. Workneh Gebeyehu told the participants. “This is because after Peace and Security, the lack of infrastructure is the second most serious barrier to trade and development.”
The masterplan aims to reduce intraregional and intercontinental trade barriers by identifying a pipeline of transboundary infrastructure projects that are bankable and attractive to investors. These projects will relieve capacity constraints on IGAD’s trade agenda. With this masterplan, Member States can collaborate and pool resources to implement high-impact regional infrastructure projects.

“Delivery of infrastructure on a regional scale remains a sure bet to spread trade and manufacturing that creates job. Let us think on regional and continental scale,” said The African Union High Representative for Infrastructure Development, H.E., Raila Odinga, ” We must find ways to maximize the synergies among our state and the subregional bodies to speed up regional connectivity. This is especially important in the area of financing of regional infrastructure projects, which appears to be a problem.”
The 11th IGAD Summit of Heads of State and Government, held in 2006, recognized the importance of infrastructure projects as a vehicle for regional integration and as a critical spur for IGAD Member States’ economic growth and development. In 1995, the leaders agreed to expand cooperation in infrastructure development, particularly in communications, energy, land, air, and sea transportation, as well as harmonization, coordination, and joint development of the region’s maritime, air, and land transportation to maximize the flow of goods and services.

Covid-19: Kenya receives 834,130 doses of Pfizer from US Govt

Kenya has received a donation of 834,130 doses of Pfizer vaccines from the US government.
The vaccines arrived Friday evening were received by Ministry of Health officials led the Port Health Officer in charge at JKIA Benjamin Murkomen.
US officials were led by the head diplomacy at the US embassy Eric Watnik, also present was UNICEF Chief of Health Dr Yaron Walman.
The Ministry of Health is now gearing to offer Covid-19 vaccine to teenagers aged between 12 to 18 years.
The development comes after the Pharmacy and Poisons Board reviewed and gave Emergency Use Authorization for the administration of Pfizer vaccines for all persons 12 years of age and above as recommended by the World Health Organization (WHO).
On Sunday, Health Cabinet Secretary Mutahi Kagwe said it was important to get them vaccinated to reduce their chances of transmitting the virus.
He noted that the Covid-19 vaccination programme was in a good place to consider extending vaccination to that group as the country schedules to receive another 8 million doses of various vaccines.
“Let me remind Kenyans that our overall goal of achieving herd immunity is vaccinating at least 30 million Kenyans before the end of next year,” he remarked.
So far, the country has received 10.7 million Covid vaccine doses with nearly 6.4 million been administered. In priority groups; 88 per cent of the country’s health workers and 79 per cent of teacher countrywide are now fully vaccinated.
Despite the steady progress towards achieving herd immunity, the Health Cabinet Secretary took concern on the slow uptake of vaccines by the elderly in several counties following the lifting of the curfew last month.

State Revamps Educational Assessment And Resource Centres

The Ministry of Education is set to revamp Educational Assessment and Resource Centres (EARCS) with a view to strengthening its ability to assess the nature and extent of disabilities facing children.
The assessment will enable the government to decide on the intervention required to mitigate the disability and place the children in appropriate educational institutions.
The State Department for Early Learning & Basic Education and University Education and Research Chief Administrative Secretary (CAS) Ms Mumina Bonaya made this revelation during the official closing of the 3rd National Conference on Special Education at the Kenya Institute of Special Education (KISE) in Nairobi.
She said that the re-organization of EARCS will ensure 100 per cent placement, access, equity, quality, relevance, transition, and completion of all children at all levels, in line with the Competency Based Curriculum (CBC).
“Parents should present their children with various disabilities to EARCS where the government can assess the disability and place the children in educational institutions that will develop their abilities and talents,” Bonaya said in a statement sent to news rooms.
The CAS expressed concern that some parents hid their children thus denying them the opportunities to develop their innate abilities and talents.
She emphasized on the government policy on education aimed at educating every child.
“The CBC has provided for diversity in endowments and it seeks to develop the varied potential of every child,” she noted.
KISE Director Dr. Norman Kiogora said that special needs education for children is not readily appreciated.
He revealed that the children had emotional and learning difficulties which teachers attribute to naughtiness.
“Training institutions for teachers should teach special needs education programs which will enable them to handle students with more understanding and empathy,” he advised.

National Volleyball League Kicks-Off

The first national volleyball league after Covid 19 organized by the Kenya volleyball Federation kicked off Friday in Nandi County at the Kapsabet Agricultural Show Grounds.
The league that was last played in 2019 before the pandemic has attracted 26 national teams, 16 and 10 teams from the men and women categories respectively.
The Deputy Governor of Nandi Yulita Cheruiyot who graced the opening ceremony of the event said that she is taking a personal pride for hosting the league since majority of the volleyball players are the daughters and sons of Nandi thus the county is proud to be the source of champions.
She also said that as a County, they believe in enabling and supporting the young people by identifying the upcoming talents and nurturing them.
“Volleyball is a sport second to athletics in this county and we believe in enabling and supporting young people through identifying young talents and help nature them,” said Yulita.
A few National League matches were played before the afternoon heavy rains which caused the remaining matches to be postponed to the next league dates to be communicated by the federation.
The defending champions of the league on the men category the General Service Unit (GSU) who played against the Kenya Army won all the three sets 3-0 (25-21;25-14;25-17) while the women category Kenya Prisons versus Nairobi Kenya Prisons 3-0(25-19;25-17;25-20).
According to a few players of the clubs that have already played, the matches have been tough since they have had around two years away from the competition fields due to Covid 19 but they are hoping to recover by participating on the various tournaments including the Nandi Governor’s cup this Saturday and Sunday.

Menyenya School Opens Modern Tuition Block

Kenya’s Solicitor General, Ken Ogeto, has opened an ultra-modern tuition block worth Sh 44 million at Menyenya Mixed Secondary school in Nyamira County.
Ogeto, while presiding over the function commended the school alumni, parents and other stakeholders for making the dream by giving back to the community because each played a critical role in ensuring the tuition block is complete.
“I received a lot of support from several teams of friends, well-wishers and stakeholders who accepted to be part of this noble course when I approached them and informed them about my desire to improve the learning environment of the students in Menyenya Secondary school,” said the solicitor.
He warned students against bragging about magnificent structures in their school because it is not about the physical structures which will enable them excel in their studies but their personal determination to work hard, believe in their potential and trust in God.
“Though very beautiful, this tuition block, will not bring you the good grades you aspire to achieve, but your personal drive to work hard, discipline, a resilient spirit and trust in God because all your dreams are valid just put your best foot forth,” the Solicitor general advised.
“When I was in this school between 1981 and 1984, the school didn’t have sophisticated and adequately equipped buildings like the ones you are having today, we used to fetch water from a nearby river for personal and school use. We could sleep in dilapidated structures left by white settlers which were turned into dormitories but despite the hardships I excelled and here we are appointed as senior government officials Ogeto revealed.
The officer further warned the students against allowing themselves to be foolishly influenced by wrong peers who intend to distract them from their ambition of achieving good grades or lure them into destructive indiscipline habits like destroying school property.
“I want to congratulate the School Principal, Charles Maangi for prudent management of resources given to him to manage for the construction of this tuition block and greatly thank the school management for the honor of naming the tuition block after me,” he stated.

State Commits To Modernize TVETs

The government is modernizing and expanding technical and vocational training institutions to create a technical savvy human resource to meet current industry standards.
Vocational and Technical Training Principal Secretary Dr. Margaret Mwakima said the government would be re-equipping vocational and training institutions to address the growing demand for industrial and vibrant vocational training.
The state department has facilitated the establishment and operationalization of regulatory agencies such as the Technical and Vocational Education and Training (TVET) Authority and Kenya National Qualifications Authority to ensure quality and proper regulation of the TVET sector.
The PS said the government was also establishing centres of excellence in various institutions in order to support the development of skills for the manufacturing pillar under the big four agenda in collaboration with development partners.
Dr. Mwakima was speaking during the 16th graduation ceremony of the Eldoret National Polytechnic that saw over 3,800 trainees receive certificates and diplomas for various courses.
The PS said the government has increased the number of TVET institutions from 58 in 2013 to 238 currently, a move that has seen the government invest more than Sh.10 billion.
“Due to the Sh. 10.3 billion capitation grant and Sh. 11.1 billion Higher Education Loans Board (HELB) loans to TVET trainees, there has been an increase in enrolment from 55,945 in 2013 to 249,316 in 2021,” she said.
Additionally, she said the government is continuously releasing conditional grants amounting to Sh.2 billion to vocational training centres so that county governments can use the facilities to ensure young people are given quality skills that meet both local and international standards.
The PS affirmed the government’s commitment to providing human and capital resources to ensure smooth operations in all TVET institutions.
“Arrangements are in place to recruit over 3,000 trainers to be able to address the current shortage in all the TVET institutions,” she said
Dr. Mwakima said there is a need to train a critical mass of technologists, technicians, and artisans in order to achieve socio-economic growth in the country, adding that TVET institutions are expected to play a crucial role in bridging identified skills deficit in the country’s job market.
At the same time, the PS urged those graduating from the technical training institutions to use the knowledge and skills acquired to create employment for themselves and other youths.
“When you graduate with your start-up tools, if you are linked to the financial institution, you can become an entrepreneur, therefore, employing yourself and employing others,” she observed.

Gov’t Ready For Electronic Transmission Of The 2022 Polls

The government is prepared in terms of network which will be used to relay the election results for the August 2022 polls to ensure that the election is free and fair, Ministry of ICT, Innovation and Youth Affairs Cabinet Secretary (CS) Joe Mucheru has said.
Mucheru said that we have only 109 polling stations out 51, 000 that don’t have connectivity and there are satellite phones that can be used.
The CS said that the electoral work is going to be done by the Independent Electoral and Boundaries Commission (IEBC) which is independent but they don’t have their own network neither does the government and they use the likes of Safaricom, Telkom and Airtel.
Mucheru was speaking at the Kenyatta International Convention Centre (KICC) during the launch of Kenya Vision 2030 flagship programmes and projects progress report and scorecard.
“Our work as the government is just coordinating and through the Universal Service Fund (USF) we want to make sure that there is that connectivity that will allow for results to be transmitted because without the transmission and identification we will have a problem,” said Mucheru.

First Lady Margaret Kenyatta Applauds Kianda School For Advancement Of Girls Education

First Lady Margaret Kenyatta has thanked the founders of Kianda School for setting up the institution which she said had played a big role in the transformation of the wellbeing of the Kenyan girl-child for over 40 years through education.
The First Lady, who is an alumnus of Kianda School, said the institution has given Kenyan girls an opportunity to acquire virtues and develop good character in their pursuit of knowledge making them productive citizens.
“As a past student of Kianda, I owe deep gratitude to the four noble ladies who conceived the mission of the Foundation that has transformed lives of many girls and the values of Kianda School, and its unique approach to education for girls is one that we are proud to be associated with as alumni, parents and students,” said the First Lady.
First Lady Margaret Kenyatta spoke Saturday morning when she flagged off the Kianda School Peperuka Marathon at Tigoni in Kiambu County which is aimed at raising funds for the financing of girls’ education in Kenya.
The First Lady applauded former students of Kianda School for selflessly giving back to the institution through mentorship and contribution to the school scholarship kitty dubbed Peperuka Scholarship Endowment Fund.
“I acknowledge the positive ripple effect of the scholarship fund; girls who have benefitted from the fund have been positively impacted and empowered. I applaud their devotion to give back through their participation in the Kianda mentorship program,” the First Lady said.
She thanked Kianda Foundation, formed 60 years ago and which spearheaded the formation of Kianda School in 1977, for setting up Peperuka Scholarship Endowment Fund saying the kitty had supported the education of over 200 girls in recent years.
“The idea of the Kianda Foundation has advanced over the years with the birth of the Peperuka Scholarship Endowment Fund. This Fund has become a true landmark in the school’s history that has provided over 200 scholarships to young girls.
“The success of the Peperuka Scholarship Fund is the reason we have gathered this morning; to make certain that many more girls from less fortunate homes live the Kianda experience,” she said.
The First Lady congratulated parents, students, alumni, friends and partners for supporting the marathon.
“The aim of the fund is noble and I applaud everyone here – parents and students, alumni, friends and partners – for coming together for this marathon,” she said.
In her remarks, Kianda School Principal Joan Odera said the Peperuka Scholarship Fund was set up to assist needy girls to access education at the non-profit private school.

Blinken Calls for Speedy Negotiations Over Ethiopia Military Escalation

Blinken is greatly concerned about Ethiopia’s military escalation and called for urgent negotiations over the crisis, a U.S. State Department spokesperson said.
The comments came hours after Ethiopian Prime Minister Abiy Ahmed appeared on the frontline with the national army.
“Secretary Blinken expressed grave concern about worrying signs of military escalation in Ethiopia and emphasized the need to urgently move to negotiations,” Ned Price said in a statement late on Friday.
Price released the statement after a phone call between Kenya’s President Uhuru Kenyatta and Blinken.
On Friday, Ethiopia’s state-affiliated Fana Broadcasting reported that Abiy was on the frontline with the army fighting rebellious Tigrayan forces in the northeastern Afar region. Abiy posted the same video on his Twitter account.
Abiy’s government has been fighting Tigrayan forces for more than a year, in a conflict that has killed thousands and displaced millions in Africa’s second-most populous nation.
